BUDGET REVIEW

Fire
Chief Klauber gave information on the H1N1 virus affecting the State of NH as of today.  He gave precautionary advice for the residents information can be obtained from CDC.gov website.  Be vigilant and wash your hands and if you don’t feel well do not be in public.  We have influenza in this country every year.

Chairman Metts asked if there was enough time this evening he would like to take up “Other Municipal Obligations”.

Chief Klauber gave an overview of the areas of Fire Budget which are handled by Brett Scholbe,
Mike Gagnon, Lt Gillis and Chuck Hemeon.  All were present.

Frank Childs stated that there are three Fire Fighter positions open with a total cost of each position of $77,334 which is money they would like to move to Contract Services to assist in the Fire Inspection area.  There are a number of items to be removed and a reduction of $77,334 to be transferred to a Capital Reserve fund for future apparatus.

Motion by Councilor Coyle to go into Non-Public under RSA 91-A: 3 II (a) seconded by Councilor Carney Vote: 7-0-0

Motion by Councilor Benson to reduce Item #110 Permanent Positions by $310,000 and related benefits seconded by Councilor Wetherbee Vote: 7-0-0

Motion by Councilor Benson to reduce Item #140 OT by $24,000 seconded by Councilor Fairbanks Vote: 7-0-0

Councilor Fairbanks question regarding Item #200 Benefits.  Frank Childs stated that it was an entry error it should be $274,000.

Motion by Councilor Coyle to reduce Item #291 Training & Conferences by $5000 seconded by Councilor Fairbanks Vote: 6-1-0 (Carney)

Council asked questions regarding this line and projects included.

Motion by Councilor Coyle to reduce Item #310 Architect & Engineering by $10,500 seconded by Councilor Fairbanks Vote: 4-3-0 (Chirichiello, Benson and Metts)

Motion by Councilor Coyle to reduce Item #430 Contracted Repairs & Maintenance by $10,000 seconded by Councilor Benson Vote: 7-0-0

Motion by Councilor Coyle to reduce Item #630 Fuel by $5,000 seconded by Councilor Fairbanks Vote: 7-0-0

Chairman Metts asked if this line was for spring time repairs.  Chief Klauber stated that there was a pump that needed to be replaced.

Motion by Councilor Benson to reduce Item #660 Vehicle Repairs by $6000 seconded by Councilor Fairbanks Vote: 4-3-0 (Carney, Chirichiello, and Metts)

Motion by Councilor Coyle to reduce Item #670 Books & Periodicals by $1,000 seconded by Councilor Fairbanks Vote: 3-4-0 (Benson, Wetherbee, Carney and Metts) Failed

Motion by Councilor Benson to reduce Item #690 Other Non Capital by $7200 seconded by Councilor Fairbanks Vote: 7-0-0

Motion by Councilor Carney to reduce Item #710 Land & Improvements by $1 seconded by Councilor Coyle Vote: 6-1-0 (Chirichiello) Frank Childs stated that any action taken that involves the CIP Finance will make adjustments.

There was discussion on Item #720 thermal imagining camera replacement, IV infusion pump was explained by Chuck Hemeon, and also Chief Klauber explained the air lifting bags.

Discussion on Item #760 Vehicles, this is the ambulance that is being replaced and there has been discussion with CTV17 on obtaining the ambulance for their station at fair market value of approximately $7500.  These monies would be placed back into the Fire Dept Capital Fund.

Motion by Councilor Benson to reduce Item #960 Transfer to Agency Fund by $75,000 seconded by Councilor Coyle Vote: 6-1-0 (Metts)

Discussion on the upgrades to the Island Pond Station

Councilor Benson moved the bottom line of Fire Prevention and Emergency Services $9,406,562 seconded by Councilor Fairbanks Vote: 7-0-0

Dispatch

Chief Klauber and Brett Scholbe gave an overview of this budget.

Frank Childs stated that there was $3500 reduction on the Town Administrators optional budget.

Item#120 was discussed regarding the FY09 budget difference

Motion by Councilor Benson to reduce Item #140 OT by $15,000 seconded by Councilor Fairbanks Vote: 7-0-0

Motion by Councilor Benson to reduce Item #291 Training and Conferences by $3500 seconded by Councilor Fairbanks Vote: 7-0-0

Councilor Carney moved the bottom line of Dispatch by $708,288 seconded by Councilor Coyle Vote: 7-0-0

Emergency Management

Chief Klauber and Lt Gillis, Deputy Director gave a synopsis of this area

Frank Childs stated there are reductions in Item#690 and Item #740 in the Town Administrators optional budget.

Councilor Fairbanks questioned item #120 Temporary Positions.  Chief Klauber is recommending that instead of using OT it is an advantageous to look for a temporary part time person with emergency management experience.

Motion by: Councilor Benson to reduce Item #140 OT by $3,100 seconded by Councilor Fairbanks Vote: 7-0-0

There was discussion on Item #342 Reverse 911.  Chief Gagnon explained the difference between web based and telephone which is a server based system.  There would be an RFP for this service.

Chief Klauber explained the antenna on DMC is in need of replacement in Item #690.

Motion by: Councilor Coyle to reduce Item #690 Other Non Capital by $21,000 seconded by Councilor Fairbanks.  
Councilor Fairbanks withdrew her second.  Motion amended to reduce Item #690 by $14,500, seconded by Councilor Fairbanks.  Vote: 6-1-0 (Chirichiello)

Lt. Gillis explained Item #740 - $32,000 to upgrade the existing radio system.

Motion by Councilor Coyle to reduce Item #740 Machinery & Equipment by $32,000 and transfer $16,000 to the Capital Reserve Fund, seconded by Councilor Benson Vote: 1-6-0 (Wetherbee, Fairbanks, Carney, Chirichiello, Benson and Metts)

Councilor Chirichiello moved the bottom line of Emergency Management of $121,506 seconded by Councilor Carney.  Vote: 6-1-0 (Coyle)

Councilor Coyle asked Chief Klauber to provide how many times Derry FD responds to other towns for assistance and how many times other towns respond to Derry.

Council discussed emergency management notification systems with Lt. Gillis and Mike Gagnon.
